Pedro is one of many NPCs located in the Hub. Like any other vendor NPC, Pedro gives missions to the player. His personal vendor sells premium cosmetic items. Other than that, the features that make Pedro's vendor unique are:
- The hologram decoder, which can be used to open holograms, giving out weapons and armor.
- Pedro's own Lucky Wheel, which requires special tokens to be spun. Prizes in Pedro's Lucky Wheel are usually more valuable than those in the Casino. The tokens can be bought at 100 Gold each.

- Pedro's 3D model is the same as Sheriff Moregun from Shadowgun: Deadzone.
- Pedro speaks in a stereotypical Spanish accent, indicating that he may be of Spanish descent. This is further proved by the use of the word 'amigo' (although he pronounces it as 'amiko', even in the speech bubble).
- Pedro might be a Christian, as Slade stated that he had 7 copies of the Bible in Finest Blend.
- Pedro used to be a sheriff, as stated in the description of Splinter.
